该评论认为：一、亚太地区正出现两个独立的自由贸易区，分别是美国推动的TPP和中国推动的RCEP，而RCEP的开放性不如TPP；二、中国如果不加入TPP，到2025年每年将损失460亿美元；中国加入TPP，中国将获利8000亿美元，而美国将获利3300亿美元。因此中国加入TPP是对中美是双赢。¹³

该评论表示，中国只有在开放投资市场、国企和互联网政策等方面让步，才能加入TPP；其建议中美首先签订BIT，为中国加入TPP铺路；在此基础上，中美致力于推动亚太自贸区(FTAAP)，或启动WTO新一轮谈判。¹⁴

TPP前景尚多变数

美国对TPP的政策综合了多重考虑。美国视TPP攸关美国在亚太乃至全球的霸权，与美国“转向亚太”的政策有密切联系；美国担心TPP升级成地缘政治工具，引发中美直接对抗，增加美国在亚太的压力；美国试图以TPP为筹码，要求中国在BIT上让步，接受TPP的标准；美国希望未来以TPP为蓝本，主导新一轮世界贸易规则谈判，继续保持有利于美国的国际经济秩序。

总之，TPP延续了美国战后的基本外交政策，即促进并巩固美国的全球经济霸权；同时，TPP也体现了美国90年代以来“接触+遏制”的对华政策思路。

不过，TPP也面临很大挑战，前景并不明朗。在美国两党内部，对TPP协定中有关汇率操控、投资者-国家争端解决机制(ISDS)、汽车零部件原产地规则等条款，至今各种反对声音不断；在美国民众中，经济不景气刺激了保护主义，对TPP带来失业的担心上升。因此，美国国会批准TPP的前景并不明朗。

在国际上，TPP在经济上缺乏基础，不适应全球经济趋势，特别是新兴经济体的兴起；在亚洲区域，韩国、日本等重要经济体在安全上与美国合作，但在经济上与中国联系日益密切，对TPP不免有鸡肋之感；TPP也不符合新兴经济体的利益和诉求，印度、巴西对此反应冷淡。

相比之下，中国、印度、印尼、日本、韩国等参加的RCEP从2013年谈判启动以来进展顺利，更大范围的FTAAP也已在2014年启动，向亚太经济体提供了TPP之外的更多选项。

TPP是亚太一体化的路径之一，对中国也有借鉴的价值。随着中国经济“走出去”，中国已成为区域一体化的重要推动者，缺乏中国参与的一体化在影响力上将大打折扣。区域一体化有利于提升中国经济水平，改善区域经济结构和治理模式。随着中国经济启动供给侧改革，进入产业升级和价值链提升阶段，TPP的相关规则和条款上也越来越值得借鉴。
